Preheat the bbq grill on low, for indirect heat.
Combine 1/2 tsp chilli powder, 2 tsp garlic powder, 1 tsp salt and pepper. Rub this mixture over both sides of the ribs. Place the ribs over the indirect-heat area of the grill and cook for 1 1/2 hours, turning every 30 minutes.
Meanwhile, in small saucepan combine the tomato sauce, treacle, Worcestershire, sugar, mustard and remaining chilli, garlic powder and salt. Over medium heat, bring to a simmer and cook, stirring often, until slightly thickened. About 5 minutes.
After 1 1/2 hours generously brush both sides of the ribs with the sauce mixture and continue cooking until tender, about 10 minutes.
